Recording Keeping & Reporting - Poolesville Air Emissions


Record Keeping and Reporting (include, but not limited to, the following):

  • ​Semi-annual reports (applies to boilers) includes:
    • ​Hours of operation for each boiler;
    • Pounds of steam produced;
    • Records of the amounts of each fuel combusted during the reporting period;
    • A fuel supplier certification consisting of the name of the oil supplier and a statement from the oil supplier that the oil complies with the sulfur specifications for distillate fuel oil; and
    • A certified statement signed by the Permittee stating that the records of fuel supplier certifications submitted represent all of the fuel oil combusted during the six months
  • ​Applies to Emergency Generators only: Permittee shall maintain a log for the emergency for the emergency diesel-fired generator sets indicating the amounts of fuel oil combusted, the hours of operational testing, power outage, etc.
  • To keep compliance with the synthetic minor status, the Permittee shall:
    • ​Keep monthly records of hours of operation and fuel usage for each boiler
    • At the end of each month, calculate the facility-wide NOx emissions for the month and the previous 12-months rolling period. The calculation shall be completed within 15 days after the end of the month. The Permittee shall keep records of the facility-wide monthly emissions and the 12-month rolling periods on site for 5 years
    • Submit quarterly reports to the Maryland Department of Environment (MDE) on the facility-wide a NOx emission for the previous four calendars quarters. The report shall be submitted within 30 days of the last calendar quarter covered; and
    • By April 1 of each year, the Permittee shall submit to MDE, for the previous calendar year, a certified emissions verifying that the 25-ton rolling 12-month NOx limitation is not exceeded
  • ​Boilers tune-ups
  • Initial Notification / Notification of Compliance Status


Data Required for Reporting to NIH DEP for Emissions (include, but not limited to, the following):

  • ​Fuel and CNG (compressed natural gas) consumption
  • Steam generated
  • Fuel receipts
  • Semi-Annual Fuel Oil Combustion Certification
