Decommissioning Phases


​Phase 1: Initial Facility Assessment (IFA) – A data collection period to determine through record review and occupant interviews what hazards were present during occupancy and areas where a facility characterization assessment may be necessary. Internal review and verification:

a. Division of Radiation Safety - Survey, termination of operations, and contamination removal activities due to use of ionizing radioactive sources

​b. Division of Occupational Health and Safety - Survey and waste disposal activities due to use of hazardous biological materials

​c. Division of Environmental Protection – Survey, protocol development for environmental decommissioning activities, and solid waste disposal

​​d. Pre-destructive activities: Occupant move, general cleaning, utility shutdown.

Phase 2: Facility Characterization Assessment – A sampling and analysis period to confirm and grade the level of contamination from documented legacy hazards.
Phase 3: Decontamination and Remediation – A period of removal and disposal of contaminated materials,​​ with an emphasis on recycling of appropriate building construction debris. Oversight is a critical element of ensuring proper remediation activities.
Phase 4: Final Status Reporting – Formal documentation of all activities for historical record.
