Ensuring Compliance with the NIH Bethesda Title V Permit
The Division of Environmental Protection is responsible for managing the Air Program. The Environmental Compliance Branch (ECB) within DEP serves as the focal point for air emissions regulatory compliance and permits. Additional responsibilities of DEP include but are not limited to:
- Providing and communicating with MDE, EPA, and NIH stakeholders all information pertaining to the Title V Permit.
- Renewal of the Title V Permit and calculations of all air emissions pollutants.
- Preparation and submission of Permit Applications for the emission sources to MDE for review and approval.
- Record keeping and timely submission of all regulatory reports of the emission sources to MDE and EPA. Reports include: Quarterly, Annual Compliance and Emissions Certification, RATA, Semi-annual, Inspections.
- Conducting routine inspections of the emission sources to ensure full compliance with the regulations and operational limits.
- Coordinating the biennial Air Emission Inspections with MDE in collaboration with other departments.
- Coordinating the air emission activities with the Auditors, NEMS, and work hand in hand with colleagues within and outside DEP, which include: DTR, DFOM, Fleet Management, Contractors and other sectors.
Operational NOx Compliance Limit for Boilers Nos. 1-5
The annual NOx emissions for Boilers 1-5 have never exceeded 60 tons per year, significantly below the operational limit of 81.7 tons per year.

Operational NOx Compliance Limit for the Cogeneration System
The annual NOx emissions for the Cogeneration System has never exceeded 50 tons per year, which meets the operational limit of 55.6 tons per year.
